Public-source intelligence. Human-reviewed. Pursuit-focused.

How we decide whether an opportunity is ready to act on.

A public notice alone is not a pursuit brief. Facility Signals checks the evidence, timing, barriers, buyer path, and customer fit before calling a finding actionable.

Automated monitoring runs around the clock on an hourly cycle. Surfaced opportunities are human-reviewed before they are presented as actionable; this does not imply continuous 24/7 human screen-watching.

01

Issuing buyer and primary source

We identify the buyer and trace the opportunity to an official notice, agency page, meeting record, budget, or other attributable source where available.

02

Current status

We check whether the opportunity is active, upcoming, canceled, awarded, closed, or still only an early signal.

03

Deadlines and addenda

We record controlling dates and review posted amendments so an old deadline is not presented as current.

04

Scope and value

We separate stated scope, funding, estimates, and contract values from our analysis. Unknown values remain unknown.

05

Mandatory pursuit gates

We look for required meetings, site visits, registrations, prequalification, questions, and submission steps.

06

Qualification barriers

Licensing, bonding, insurance, certifications, set-asides, registrations, and other barriers are included only when supported by evidence.

07

Buyer and procurement path

We map the official purchasing route and a verified public or business contact path when one can be supported.

08

Vendor fit

We compare the service, territory, capabilities, qualifications, exclusions, and contract scale to the customer’s stated profile.

09

Exact next pursuit step

Every actionable brief states the next responsible move—such as reviewing documents, registering, attending a meeting, or monitoring a dated trigger.

10

Freshness

Every brief carries a last-verified date. Stale, closed, canceled, duplicate, or contradictory findings are held or relabeled rather than intentionally presented as active.

Decision standard

Confirmed fact, analysis, and unknown are kept separate.

Confirmed fact

Directly supported by a cited source and date.

Inference

Reasoned analysis labeled as analysis—not presented as a sourced fact.

Contrary evidence

Conflicts are shown and held for resolution rather than hidden.

Unknown

Missing critical information stays unknown and can keep a record in research.
